A friend just told me because he's an outside contractor, he's the one that gets to support the performance reviews for SES at USAID. He also told me that they've brought in a fleet of 'anxiety counselors' to the home office. I suppose this is why agencies should get out of DC - if the employees of an agency charged with delivering aid to war torn areas need an anxiety counselor for a change in their boss, they probably need to get out into the field a little more.
