Jaw dropping for Iowa. That's the point.

The only things jaw dropping in the state of Iowa are the number of fatties at the Iowa State Fair and the number of times bad ISU football teams beat decent/good Iowa teams.

Oscar & Lalo on Soliman Bay near Tulum was probably the best view I have enjoyed while dining. I'm not much of a world traveler. I know at least one of the "Corona on the beach" commercials was filmed there.

As to Iowa, yeah, we're not going to compete with the rest of the world as far as restaurants with views go. I suggest a picnic lunch and any park in the Paleozoic Plateau.

The part I found most interesting about the article was that apparently there is a Stephanie 2.8 miles from me that would like to meet.

The Barefoot has nice views of docks. If that is on the list they need to not bother having a list.

the restaurants with the best views have a plate full of
good food. You cannot eat scenery, however, you need to
have delicious and well-prepared food when you dine out.

Dang straight! That's why I recommend a picnic lunch in a park. If one wants to get fancy buy steaks and a nice bottle of wine.

I ate at Moseley's a couple of weeks ago and think I noticed exactly what you are talking about.
 
Iowa River Power is nice, but not jaw dropping.

Doesn't Des Moines have any fine dining with cool atmosphere?

One of my personal favorite restaurants in Des Moines is Cafe di Scala. Here's the view from the front door:

In fairness and as Lute indicated, these are all great restaurants. But you're going to have to get your experience from the food, the atmosphere inside the place and from your companion(s).
