No. Biden hasn't made a decision by himself, other than flavor of ice cream, since the late 80s. He is controlled by Washington insiders and the military industrial complex. He has been a puppet since before he was selected for Obama as his VP.
It is not Biden who will perpetuate the war in Ukraine and cause it to go global, but the people controlling Biden.
