It wouldn’t surprise me if Fox News had been ordered to pay hundreds of millions of dollars in the past for being so completely full of shit it was coming out of their ears. I think it's the incoherence there for about 3-4 seconds rather than the possibility that he forgot the Secretary's name. The part where he's nearly drooling while apparently mumbling to his imaginary friend.
