It's swell known that Trump is stupid. He struggled in school to the point that Fred had to send him to a military school, where as long as your tuition is paid you graduate. Fred then paid Penn to give Donnie a degree. It's been documented that at times Donnie's sister Mary did his homework for him in high school and college.
The "Build the wall", schtick came because some of his handlers needed something short and punchy for Trump to repeat because he was unable to read a speech like a normal person.
