Negotiations with TikTok and ByteDance are still ongoing. This is a move at the source code. They do not want to give that up to Oracle when they have ownership. This is the Trump Administration pushing to continue negotiations and in order for that to move forward, they have to be willing to open up access to a majority US owner or trustee to have access to the source code to audit it.
The easy answer is to say Trump is dumb but this is your government in action handling a 21st century problem with a level of aggressiveness that protects Americans and is willing to still let TikTok maintain some autonomy.
