It was terrible for the community. This is the first I have heard of it in a while but it was big news 5 years ago. The contract signed by Putnam county where they indemnified the management company and waived any ability to sue for fraud was insane. There were concerns about the liability on such a small county but as far as I know nothing much has changed.
