No; really. Many hospitals simply do not have enough ICU nurses and staff to handle the patient loads.

You cannot dump a PCP or ENT guy into those roles and expect they're going to figure it out. Could they do it? Possibly. But not without weeks of training to get up to speed.

Just like you wouldn't drop a Dermatologist into an ER and expect successful outcomes.
