I've flown in and out of Sky Harbor a few times. I believe the restaurant is outside of the TSA zone.
So, standard 'Merica shooting. Everyone has to have a gun everywhere at all times, and if anyone pisses you off you have the right to start shooting. It's just the cost of having a well regulated militia.
