Assuming they are interested at all in cleaning Iowa's filthy nitrogen and phosphorus filled water, what is their alternative to the WOTUS? Brandstad has been all for this voluntary program, but opposes any sort of metrics measuring success. Iowa's Nutrient Reduction Strategy calls for a 66% reduction in nitrogen and phosphorus. Likely that will be pushed onto cities by mandating changes in waste water treatment plants.

So, what about Ag? The biggest polluter in this state. Will they carry their own weight or continue making Iowa's waters a national disgrace?

They have NO plan..but either does Branstad and look how successful he has been. Chuck and Joni could give two shits about clean water. In DC you drink bottled water.
