Could be wrong here, but don't think there's an announcement date as the rules are set in stone. You could know the seedings before the last few games of the season are played. It's not like the NCAA seedings where more subjective context is added in for storylines and your location to the 4 main regions.

Best I could find is it's announced a couple days before the tournament start date of Mar 5th. However, the bracket is self-fulfilling based on their B1G record and tie-breaker rules.
