TobaccoThe NCAA prohibits the use of tobacco products by all game personnel (e.g., coaches, trainers, managers and game officials) in all sports during practice and competition.
The use of tobacco products by a student‐athlete is prohibited during practice and competition. A student‐ athlete who uses tobacco products during a practice or competition shall be disqualified for the remainder of that practice or competition.
Tobacco Ban ‐ No player, coach or game official may use any form of tobacco during practices or games in NCAA‐approved summer baseball leagues.
The Ivy League discourages the use of tobacco products in all activities related to athletics. The distribution of smokeless tobacco product samples in Ivy locker rooms is prohibited.
And here is the bylaw
Bylaw 17.1.8: The use of tobacco products by a student-athlete is prohibited during practice and competition. A student-athlete who uses tobacco products during practice or competition shall be disqualified for the remainder of the practice or competition.
Seems to me its pretty clear its banned in use of game or practice, but what you do outside of those is up to you.
