Why am I still seeing PWO offers?

I thought next year started the new roster limit of 105 with 105 scholarships available but I did a little reading and it sounds like the new rule is a roster limit of 105 and schools are able to award full or partial scholarships. Some rich schools may indeed have all 105 on full rides but some schools may only afford 90 full rides and 15 guys getting a little money. Seems like it'll benefit richer programs more than smaller ones. With the PWO offers Iowa is putting out it doesn't sound like they will fund the full 105.

I would assume the BIG follows the SEC.

SEC scholarship limits will remain the same going forward. On Thursday, the league told Yahoo Sports' Ross Dellenger that it will set a scholarship limit of 85 players for the 2025 college football season

Schools don’t have to give out 105 scholarships.
