With the new 15 scholarship limit

Are we going to run into a situation where talented players are stockpiled at programs who can pay them more, even though playing time might be more limited?

After all, they'll be getting paid.
I don’t think many teams will keep 15 guys on scholarship +/or nil. Players, despite the money still want to play. I think most teams will carry 12-13 on their roster.

Maybe…..but the ones who don’t play will just leave for another school after a year anyway.

That still won’t amount to very many players being stockpiled, so not really a big deal. If a school/collective wants to throw millions away on players to sit on the bench, more power to them.
 
I could see some of the schools with stupid $$$ stock piling players. Probably will end up with some toxic locker rooms.

Since there is basically a cap controlled by the school, what happens to collectives like Swarm?

Athletic compensation will be removed from the hands of NIL Collectives through a NIL auditing board that seeks to eliminate third-party pay-for-play contracts and instead place athletic compensation under the purview of schools themselves.

Most Power 4 institutions have the funds to compensate their athletes up to this NIL revenue-sharing cap. However, schools without the vast revenue-generating capabilities that power conference schools enjoy will revenue share with their athletes at varying levels, oftentimes far below the $20.5 threshold.

So the swarm can basically help get up to the $20.5 million mark?

The Athletic Department will be at the 20.5. mark. What Swarm can raise will be above and beyond that.

With ~$15M going to football per most people in the know.

So that probably leaves ~$2.5M for MBB and ~$3M to spread among the remaining sports: WBB, Wrestling, Baseball, etc.
