The are flush with cash now that they have started selling all the military equipment Joe left for them in Afghanistan.

Biden is not actually making the decisions, he has a bunch of people with a global agenda advising him and they don't want to upset their people. So what you get is Biden trying to please everyone but not actually pleasing anyone.
It's not possible to be president and please everyone. You have to make difficult decisions.
