there are 12 teams in the FBS (7 P-5) with a 4 game losing streak or worse...
2 of those teams are ranked in the Top 25

Iowa is on a 3 game winning streak
Michigan is on a 4 game losing streak
therefore Michigan is ranked higher than Iowa.

Context is important. I enjoy Harbaugh and Michigan's struggles as much as anyone, but their 4 losses in a row are to 3 Top 10 teams (2 of them on the road), and to a 8-4 South Carolina team. The SC loss was not good/impressive, but not hard to understand how they get to 4 in a row. Miami has lost to Clemson and Wisconsin, and to LSU this year. The bad loss was at Pitt last year.

Iowa's winning streak was against Nebraska (awful), a 7-5 BC team and a good/decent MAC team. Michigan and Miami continue to be ranked for sure based on reputation to some extent. A traditional power will get more benefit of the doubt when it comes to losses, but it's not unreasonable that both schools would continue to be ranked while Iowa is not at this point in time.
