It doesn't say in the linked article that they were born in China. Do you have a source? The story only references contact within the last 1-2 years with Chinese agents. If they were plants, why pay them at all? They'd be doing it as spies, which isn't quite what it appears they are being charged with.
Oh, and I have seen The Americans, so I don't discount the possibility that China is sending deep cover agents here.
It leaves me wondering,
