Here is a breakdown of who is purchasing Rose Bowl tickets off Stubhub and Seatgeek:
"StubHub and SeatGeek both report 31 percent of Rose Bowl sales to addresses in the state of Iowa, followed by California at 20 percent. SeatGeek lists Illinois addresses third at 10 percent and Wisconsin with 5 percent of sales."
I'd imagine a lot of the California sales are likely Iowa fans. No reason for Stanford fans to drop $600 a ticket when they can likely go through their ticket office for face value.
