Wonder if this is just another attempt to stall US weapons flowing into Ukraine. See where this guy was recently brought back into the Biden administration and wonder if it was to prop up Jake Sullivan's view that we should fear Russian retribution. (I suspect that the technology of many of these weapons has already been acquired by Russia from places like the Middle East and Afghanistan.)
