Reparations already exist... it's called welfare.

Actually it’s called Affirmative Action and may be doing more harm than good at this point.
What happens is, through Affirmative Action a person is admitted to a college they otherwise would not qualify for. Once there, they cannot keep up with the students who were admitted based on merit. They end up dropping out or switching to a bogus major like African American studies.
That same student would likely have thrived at a college they were more suited academically.
