Technically no medical treatment is necessary. So long as you don't care about keeping the patient alive or away from needless pain and suffering.

Right. And both are asking a question far more nuanced than the wording. Is a prosthetic a medical necessity? No, but I think it should be covered. Is the highest functioning prosthetic a medical necessity? I don’t think so.
