It was never about returning it to the states to let the people decide. The last thing Republicans want is the people deciding who gets to make medical decisions for a woman. This is why I know Iowans will not get the chance to vote on reproductive health.

The ballot proposal lacked support from national abortion rights groups such as Planned Parenthood because it would still have allowed abortion to be banned after 20 weeks, which is earlier than other states where it remains legal.

This is an error by the national groups. All or nothing in states like Arkansas will very likely get you nothing. Under the proposed amendment, nearly 95% of all abortions would be allowed based on national stats. Some of the remaining post-20-week abortions would be allowed under the exclusions in the amendment. Get that amendment through, then start working on national legislation. Protecting the rights of women can mean taking 95+% of what you want.
