I'm going to have to really blow your mind here. A 4% progressive tax that doesn't start until after $29000 is actually less than 4% on income. A 4% tax on some making 11billionity dollars is still 4%. Stay with me here, a 4% tax on someone making $30000 is a 4% tax on $1000.

And none of that adds up to 3 trillion a year. The people that file tax returns earn a total of somewhere around 10-12 trillion per year. They currently pay around 2.5 trillion of that in federal tax. Bernie's Medicare for All would effectively DOUBLE the tax burden for those paying taxes. 4% is a fantasy and anyone who can do basic math knows it.
