you can’t always get what you want!
Feds told Iowa that they are not ready for move to privatization at this time of its MedicAid program (crony capitalism for 4 insurance companies). This flies in the face of the nation's longest serving governor who has told Iowans that his move to privatization would approved and ready to go by 1/1/16. The Feds disagreed....as numerous providers and clients have been telling him since last July.
Now, given a proper time frame, the move to manage care can be better faciltated. Now what happens will be which clients will be denied services once the move to privatization occurs later this year. Plus...the legislature will have to deal with some budget irregularities this move has cost.

I think your subject line is very honest of you, Joel.

And you don't see any similarities to the ACA?
Hardly. The "chosen" companies were "chosen" by Branstad appointments...the decision to go to "managed care" was totally all Terry. There was NO legislative input in this process.......The appointed legislative oversight committee was all political and EVERY question voted upon was decided on "party lines"...and there were more GOPers on the committee than Dems. The questions brought up by Dem committee members at these meetings are ALL points the Feds felt are valid and need to be corrected before 3/1/16. The GOPers members voted against any further discussions and sided with the Branstad time frame, which has been rejected today. This will be a very interesting topic over the next few months as the full legislature starts up in mid-January...and the Dems are going to be aggressive in using this topic to re-take control of the House and increase their majority in the Senate. Look for Branstad to bail office in about 16 months and turn the governorship over to his head cheerleader.

You could have just said "no." The rest of your post doesn't really pertain to anything I was insinuating.

For some reason, I was 99.99999999999999999999999% sure that "no" was coming anyway. Honestly, I didn't even need to ask the question.

They have VERY few similarities. Both pertain to healthcare coverage. Beyond that, nothing of significance.

What were you insinuating? There is very little similarities between ACA and MedicAid, except both provide a vehicle for health insurance. ACA is for everyone...MedicAid is for the poor and disabled who CANNOT provide for themselves.

I know my bride whose job is directly affected by this program, as she oversees the needs of over 250 mentally disable and intellectually challenged Iowan, is sleeping much better tonight with this ruling. She....and others in her position, were fully expecting the Feds to back away and let thing go as Branstad planned.
THis has been a soup sandwich ever since Brandstad announced his timeline. He and his people have never told the truth about the percentage of providers his "modernization" plan had signed. A couple of weeks ago he (Branstad) crowed about the fact that "over 10k providers" had signed contracts....what he failed to tell you was that under the current plan, there are over 30k providers on contract. Branstad and his Human Services department assumed they could sign up and assign Iowa's 500k+ MedicAid enrollees in 3 months....it will take them closer to 9 monrths to a year to do this...it is like herding kittens . The 4 providers under contract didn't decide until the last week what rates they would pay ands no one was going to sign a contract with an insurance company until they knew what reimbursements they would get.
As mentioned before, Branstad had his head up his butt on this one. It was really poorly planned and poorly administered to date, hence the Feds even said "No!"
This is what Terry does. This is his mantra for his entire term of office. Iowans love the fact that he visits all 99 counties. "aw shucks" with them and rewards his political allies with political dollars. In the movies, Willie Stark was popular, too. Branstad is Iowa's answer to "All the King's Men", Stark.

Branstad had the chance to make this right, but he stubbornly refused to pull back and allow more time. The reason is because he has cooked savings into the 2016 budget. Numbers that nobody truly believes, but for political expediency he is clinging to.
This thing will crater and a lot of underserved Iowans will suffer. But, as I've said before they don't vote, so they don't matter.

I know this first hand. I'm guardian of my sister-in-law and she lives in a care center because of cerebral palsy and mild-moderate mental retardation (don't get me started on not using the term -- in this case it's simply an indication of an individual's IQ level and not a pejorative statement about her character). Many patients I see utilize the medicaid program and are concerned about their providers; not UIHC, but a lot have 'family doctors' in their hometowns and there appears to be problems with assuring continued services with these providers.

If you're going to say there was cronyism with the ACA, then I can see broadly speaking that could be considered a "similarity" with what Branstad is doing. This, however, is not simply a complaint about the cronyism that took place between Branstad and the 4 OUT-OF-STATE companies hired to manage the state medicaid program. It's a complaint that the changes taking place are bad for the individuals needing the program, and these are individuals who are most in need of society's assistance.

My parents have been on privatised Medicare for 20 years and love it. Medicare offloads much of their work to private companies, so my parents have never had any dealings with Medicare, and they love it.

If there are problems with providers and medicaid, it is the government's fault. The government does not pay providers reasonable fees. It really is simple, the government implements Price Controls, and thus the supply of providers goes away. It happens every time when price controls are brought in, and yet socialized government tries to pull this crap.

I'm saying that both issues are using the government to further an industry, at the expense of the common man. Both issues are crony capitalism. I don't know how you can be for one and against the other unless you're just a party line hack.

Can't disagree with you on that front.

well, I guess you're right...except the "providers" of MedicAid are complaining that the reimbursements they receive are putting them into the poor house. hat Teflon has done is to take a larger part of the MedicAid budget (in Iowa a little over $4B) and pay that to Administators....in effect, he is taking $$ that would be given to the providers and now is giving it to those Administrating the MedicAid dollars within the state. So.....doctors, hospitals, clinics, group homes and the like will have LESS money to provide their services.

That's what bailouts are for, brutha.

I'm not really sure another 60 days is going to be enough to get the job done. I wonder if Terry has to wait until it's all done before he gets his cut.

And what does that mean in the big picture?
It means that Branstad stepped in his own mess kit, big time. It's a typical Teflon maneuver. And one that he will walk away from unscathed....I do not call him "Teflon" for nothing. In a week his followers will hail him as the greatest ever. They don't mind either, as long as their taxes don't go up and there are future kickbacks in the pipeline for them.
NoleSoup...I am telling you...this guy is a real POS as a governor. And for the life of me, 55% of the voters just love his arse. I don't know why....it is a reflection on the organization of the Iowa Democratic Party. But Terry is no dummy either......he convinced the legislature to move the election cycle to "off year" elections so the governor will never be elected the same time as the POTUS is elected. That aids the GOP in Iowa greatly.

I'm not defending Brandstat, and I'm don't really care for whatever fluff you come up with. I'm looking at the big picture, which is the corporatism picture.

I've been complaining about creeping corporatism for the past 30 years. It has wittled away our personal rights and freedoms more than anything else has. Now we have a Supreme Court who is insisting corporations have rights like "we the people".......The right loves the idea of corporatism...and the left can't see it because it is right in front of them. Government overreach does not concern me, because the government is "we the people"..........Corporatism scares the hell out of me.....because "we the people" are surrounded by it like a frog in a pot of warm water, and and are distracted by it because it occassionally throws us a bone. We don't even notice the water temp is getting hotter and hotter....We look around and ask what's for dinner.....and dinner is us!

You care about corporatism until it infects your party, like it did with the ACA.
