The main purpose of the CHIPS Act was so that when China does take Taiwan, they can't cut off our chip supplies.
Which is also why China may feel forced to act quickly - taking control of Taiwan's chip production while it still affords them lots of leverage.
If Trump wants to delay the Taiwan takeover until he's out of office, he should probably try to repeal the CHIPS Act and pull the plug on US chip makers.
