Could an unfettered State Auditor prevented what happened in Winterset (Madison County) Iowa?

A couple of years ago, per Kim, the State Legislature placed restrictions on the State Auditor ( Rob Sand) in what he could investigate and removed a lot of the offices freedom freedoms to investigate complaints from tge public. This was a result of a personal oissung contest between Sand and the Governor over what he thought was using get office fir political reasons and she thought she was using get office fir a PSA.
Now recently there has been a discovery that a County official has “misappropriated” hundreds of thousands of county tax dollars. The public is complaining that there was no one they could contact to investigate their concerns. Interesting as Madison County certainly is no bastion of liberalism or Democrats. This is a developing story… it will be interesting to see where this goes. I don’t think the citizens of the county will be to forthcoming, either. They will be embarrassed however.
 
Registration fees in Iowa are out of control.

If the allegations are in fact true, it's maddening that the fee collector took steps to avoid paying the fee herself.
