Huh? China has been doing this for years now and before that it was the focus of a Dark Mirror episode and an episode of Orville. I'm not sure what "conspiracy theory" you are talking about but at no point has anyone of relevance advocated for these kinds of policies. It would be like if we decided to make The Purge a real thing because we saw it in a movie. Only the Chinese actually did that. And apparently now the Aussies. Yikes.
