Harden may have perfected it, maybe not but the NBA rules for years has allowed for a "zero" step as the dribble ends(in essence you can lift your pivot foot and put it back down unlike below). In NFHS and NCAA you must exercise a backwards jump stop, in other words off of 1(pivot foot) to a simultaneous land which is literally and physically impossible(think of a forward jump stop, off of 1 and land on 2). The only "legal" way that you can end the dribble and attempt a stepback is "in the air" as you jump, otherwise lifting of the pivot foot(with pivot foot still in contact) and putting it back down is a travel. 99 our 100 step backs attempted in both HS and at the collegiate level are travels. It's absolutely fine to complain about traveling in NCAA. It's dumb to use the NBA as examples.
FTR, traveling doesn't bother me all that much. Hands/holds/illegal contact on the wing drives me up a wall because 99% of the time it should be easy to call, and it's shockingly inconsistent. The lack of consistency on the wings are why the flow of the game sucks.
