California's already said the $680m he will be paid (presumably) after he retires/leaves the state/country will still be subject to the tax, as it was earned while he was a resident/employee of the Dodgers. Doesn’t matter where he flees to, California will require the franchise to fork over the taxes before paying him.

Full disclosure, I have no idea what Japan's tax rates are it's just most other industrialized countries have higher tax rates than the US.
