As far as I understand one of the reasons USAID existed was to provide foreign aid -- not that you'd probably want to call it aid in some scenarios -- in a strategic way so as to benefit US interests. It's not like we don't know, or haven't known, that US did shady, questionable stuff in other countries so as to boost what we perceived to be our own interests.

And stuff like this has traditionally been much more criticized by the political left than the right. It's been known for a while.

Again, nothing wrong with questioning some of this spending or its aims. But that doesn't give you the leeway to simply categorize anything you don't like as fraud or conspiracy or whatnot.
