May have to lower the bar a bit and be happy with division titles. Granted, this probably isn't the best Wisconsin team ever (much like I don't think Iowa's best-ever team was 2015) but they couldn't even get past 2-loss OSU. The West champ will probably nab 2 CCG wins a decade - maybe 3 if we're lucky.
Not exactly sure what you're trying to say, but I'd say it is now decidedly EASIER for Iowa to win a conference championship now that the conference has been split into divisions, and Iowa is now in the West. Instead of competing against the entire conference, they're only competing against the other members of their own weaker division and just whoever come out on top of the East. Obviously there will be crossover games that will make some seasons tougher than others, but it will be a common theme for the B1G West champ to be the 3rd-4th best team in the conference and yet have a shot at the title.
It's easier for Iowa to win a division title, but not easier to win the entire conference. Yes, Iowa came damn close to winning the B1G in 2015 (and probably could, maybe even should have won in Indy, but that's water under the bridge) but most years Sparty is 3rd or 4th banana in its own division. It won 10 games this year but still came behind OSU and PSU. Iowa and Wisconsin are Sparty's peers in the pecking order.
Yes, upsets do happen, but most - if not all - seasons going forward, the West champ will find itself a sizable underdog to the East champ.

From the last title, I assume. Is that 21 years starting next season, or starting from the last title?

Yep, really need to get one between 18 and 19. If next years LB's step up, with a somewhat easier schedule, next season could be the Hawks shot.random factoid
