3. It doesn't mean their performance ratings were right. I've known a number of AUSAs who never, under any circumstances, allow their AA's to work on important pleadings, because of the near certainty they will get screwed up. When their supervisors encourage them to note this on performance reviews, they are typically met with polite laughter, because really, who wants to be the "defendant" in a workplace discrimination case by an aggrieved minority employee who has 15 years of stellar performance reviews?
