I read some Navajos were caught up in a couple raids. Released after interrogation, but still. The tribe is strongly recommending they keep their papers with them.

Actually, no, and you might very well find yourself in trouble if you seek to apply that.
Usually in law enforcement, there is state jurisdiction to enforce federal laws. But inasmuch as immigration and the borders are mostly federal matters, it would not surprise me if state bounties (which aren't even state law enforcement, but state incentives to privateers) would not be kosher.
In the current environment, what federal agency will attempt to override an individual state's decision to deal with this matter?
They are certainly having to get their anxiety fix off partial truths at this point at minimum.
They have a identified bad guy list they are working off of, that's how they knew they needed the goal of 75 each.

you just made my point if you believe 20 out of say 5000 were proven innocent, that means 4980 were, most likely, NOT innocent....
And, more importantly, deportation is not exactly equivalent to a death penalty case....
