ISU to add late JUCO DE?

According to CF, a DE from Georgia who signed with S. Carolina out of HS in 2012, didn't get in, went JUCO for 2 years, didn't play last year, is now enrolled at ISU. This guy, along with another JUCO RB they are waiting on grades for, would make 8 JUCO recruits for this class. Counting back through 2013, ISU has signed 18 JUCOs.
JUCOs can be great for plugging holes but this is an obvious move of desperation. Hard to believe they can get all these kids into school, esp this latest DE.
