I believe the coach (Gagliardi from St. John's) with the most wins in college football history had practices with no tackling.

Stanford coach David Shaw was on the ESPN college football podcast this week and discussed this. He pointed out that the rule covers the regular season, and most programs have pretty much done away with in-season tackling anyways. His program has tackling during skill development in spring practice and fall camps, while in-season time focuses on game prep.

So, its mostly an empty promise.
