That's naive. He used the government against citizens the first time around, and the lesson he seems to have learned is get scummier people to work for you, and issue more pardons because now that the SCOTUS carved out total immunity he can do whatever he wants. He just needs the scum bags in positions to carry out his will. Sure, the journalists would probably be released, but the threats are chilling, and that is the intent.
