Mexico's president Andres Manuel Lopez Obrador has for years denied that Mexico plays a role in the drug problems of the US. He resists interdiction efforts at the border, and efforts to clamp down on production and transportation of drugs through Mexico. He has refused calls to go after the cartels, and offers platitudes like, "Hugs not bullets", in response to questions about fighting drugs.
How does the US effectively combat illegal drugs coming into the US if Mexico does not help?

They're already de facto legal in America as libs don't prosecute/punish drug crimes any longer.
Wrong, drug imprisonment has fallen at state and federal level. The focus has been to put first time and small offenders into rehab instead of prison system. This has been a bipartisan effort. Save prison for violent offenders. As well as repeat violent offenders and drug traffickers.

You could replace "drugs" with "immigrants" and have the same question/ discussion.

Mexico doen't help because it benefits Mexico not to help. With both drugs and immigrants, the result is more money coming back into Mexico, without its government having to do any work for it.
 
The U.S. government gives zero fuggs about combating illegal drugs. It's jobs, tons of money and it largely affects minorities and lower income whites. Politicians don't care about those folks until it's time to pull a few votes together.

Reducing the drug trade would cut into profits for a lot of big time donors. Financial sectors especially.

The Taliban were hard line Muslims, they got rid of the opium fields. We had to send the Jackals in to open the herion trade back up. With the satellites we have, we know exactly where all the poppy fields and coca leaves are being grown. We don’t do anything because we don’t want to do anything.
