I don’t know. I’m making some assumptions here but this is probably a condo where they pay fees. And who knows how long this has been a known pending problem. Condo boards and members can often be a huge hassle to get anything agreed upon, paid for, etc. So this could have been brewing for a while. Just speculation here but I could see how this has played out.Agreed.
