I'll kick this off with The Arms Control and Disarmament Agency (ACDA). This agency was established in 1962 to decrease the number of nuclear weapons the United States and the Soviet Union were aiming at each other. Hmmm, let's see: Deployed strategic nuclear warheads on both sides increased from a few hundred to more than 10,000 between 1962 to 1990. The only thing ACDA did successfully was negotiate the Anti-Ballistic Missile (ABM) treaty, which keeps America from defending itself against missile attack. Five-year savings: $42 million.

This is not a fair question because for most government agencies, if they are doing their job properly you won't know they exist. We have a whole bunch of people who are about to find out why those agencies were there. Except for organized crime and major corporations. They are going to love the new complete lack of oversight on anything.

Name a year where education has improved since that Dept came into existence. You just can’t. It’s only gotten worse but we just need to keep it😵‍💫
It's gotten far better for students with special needs. They actually have a prospect of graduating now. Although it does take a tremendous amount of resources for many of them. You can definitely make the argument of ROI with them. But the education system is far, far better at teaching them than they used to be. I can speak from experience that we now have welders, HVAC technicians, and other trade skill representatives who would have never seen the end of high school if it weren't for those programs. Of course, most of them went on and voted for Trump so I guess it's another case of pulling up the ladder behind you.

Seems like government work. Improve something for 5-10% while the larger percentage has a diminished ROI.

Human Resources.
Thats Good Robert Deniro GIF

Whoever puts the warnings on packs of lung darts.

Cuz that clearly isn’t returning an ROI
Lung darts sound pretty dangerous so probably need the warning. On the other hand, the name "lung darts" should probably clue you into why they are dangerous.
