States most dependent on the federal government
Lot's of threads on hating Illinois and california, not that they don't have issues. But, I'm guess their bills are paid if they are receiving federal funds like the red states.

Much like Trump's views on NATO, maybe the states paying their fair share of the bills should get a say in what happens.
