I saw this, and my first thought was: They ruled against in order to save face knowing players voted against.

Dismissed it due to Jurisdictional concerns.

In other words, they didn't want to take it on.

It can still be revisited.
 
The NRLB states that is their purpose to create stable environments within industries. Since they can only dictate to private companies, in this case a private college, and cannot dictate how a public school operates, they passed because they could only dictate to a very small number of schools.
 
22*43*51 and Titanhawk2, I would guess you're both correct. I had forgotten it only applied to private schools, but it makes sense now.
