The story is a myth. We all here on HR know that Fran doesn't recruit transfers and doesn't care of fixing or improving the roster.
I will take a serving of crow on this one since I have been critical of Fran's lack of desire to target transfers for the last couple of years.
He has had a pretty full roster the last couple of years. Pretty much since the last transfer graduated Iowa has had a walk-on who was a scholarship player out of HS and who ended up getting a scholarship. Baer and Connor fall under that, and I could see that happening again. Not often that the 6th man of the year in the B1G is a walk-on. I don't think Fran has been anti-transfer. It's one thing to be interested in transfers, it's another to convince a transfer to come to Iowa. Iowa has been mentioned on being in on guys or interested in transfers in years past.
Other than Uthoff and Cole Huff, I don’t remember any. Got any names?

I know Fran believes more in bringing guys in and developing them and isn't interested in guys who just want to shoot baskets for a year ... But hard to ignore the impact of the transfer portal. It's the free agency of college athletics ... Will be interesting to see happens to college athletics in the next few years as there is no going back now that the transfer portal door has been opened.

Since Fran himself was a transfer in college, don’t know how he could be against them. I like Harvey’s tape- very athletic, good ball handler for his size, decent shooter. But am wondering why he’s leaving ND? Know he was recovering from injury last year. Is he no longer feeling in ND’s plans? From Fran’s history with Jok, Harvey would know that he’ll get patience in his recovery. Feel like a transfer like him could start the ball rolling for the 2020 class.

Notice that in Harvey’s first year his 3pt% was better than in his second. Perhaps that was due to the injury/recovery? In any case, he’d be surrounded by shooters at Iowa. Have him start a class with Love and Foster, and I’m ecstatic.When he wasn't injured he was a starter for ND, so it probably wasn't a playing time issue. They did just land a top 15 class stacked with 4* SGs, so maybe he believes Brey is recruiting over him. Who knows? The kid wants a fresh start, and if that's at Iowa, great! He's a former Top 50 recruit at a position of need. And since it's Fran, I don't have any concerns about the kid's character.
Frankly, it's a perfect situation. We have open scholarships but don't need anyone right away. Harvey would be eligible right after Moss graduates, when we'll need help at the SG position. He would add experience, depth and athleticism to our backcourt, so we wouldn't need to lean on the 2020 freshmen quite as much.
Only issue I see with Harvey is his 3% was an underwhelming .299 last season. Not good for a 2 guard. Hopefully that's something he can work on during his redshirt, if he does come to Iowa.

Of course, Wieskamp. I’m expecting Fredrick to be a good shooter. Garza and Nunge have shown me enough to think they’ll have to be respected at the 3-pt line in 2020, which is all that’s needed. Bohannon won’t be replaced as a shooter at PG. I’m hoping JoeT and whoever else we have there will be competent behind the line. Fran has liked to recruit shooters. But can’t be worse than Connor from 3pt- and he has nowhere to go but up.Could be, though his Fr. 3% was only .333.
As for "surrounded by shooters," that's not exactly true. Bohannon (.383) and Moss (.421) will both be gone in 2020. Our best shooter will be Wieskamp (.424), assuming he sticks around for his Jr season. Fredrick, hopefully, will be a decent outside shooter, but there's no way to know until we see him in action. After that, I have no idea. Kriener, Garza and Nunge can all hit the occasional 3, and Patrick should be a decent shooter, but it's hard to say at this point. Toussaint isn't known for his outside shot, and Connor (should he stick with basketball) clearly has a lot to work on with his shot. As for Pemsl, I don't want him shooting from anywhere near the 3-point line.
