If they violated agreements, and it's nice the word likely is in your post, it's unknown right now, the picture you show tells us why a peaceful settlement was needed. You think another decade or two of sanctions would be effective? The only other option is for American ground troops to die by the thousands going into Iran and assaulting the deeply buried Iranian sites. This isn't the only one they have. That UN Resolution "decides" that Iran " shall not undertake any activity related to ballistic missiles capable of delivering nuclear weapons, including launches using ballistic missile technology...."
Apparently the penalty is being told that they have been naughty. Which is to say that all the proposed remedies in the event that Iran does test a ballistic missile seem to be aimed at other nations - telling them not to help or provide materials and so on.
Reading between the lines, it looks like the US wanted the Security Council to authorize smacking Iran if they tested a ballistic missile but the members of the Security Council refused and we got this "naughty Iran" token instead.
Yet another example of poor decision making by Obama.
