If we did decide to base representation on the number of voters, should that be the number registered to vote or the number who actually voted (in the last election or whatever). I mean, just because you got a registration card a decade ago doesn't mean you are really a voter.
Or should it be the number eligible to vote, whether or not they they have gotten around to getting a card?
