One of the most important questions for approximately 1/3 of our country. And it ain't looking good, as most every State feels Medicaid is paused and/or in chaos right now.Good question.
I'd think that'd fall under “assistance provided directly to individuals.” Not sure though...

i think the vagueness is part of the point. make people nervous about things that would, after review, be allowable. its the same strategy seen with a lot of the abortion legislation. make things unclear so doctors are unwilling to go any where near the line (because no one knows where the line actually exists)

I don't think presidents have the right to declare funding by executive order for spending not authorized by congress (say, to forgive student loans), and I sure as shit don't think presidents have a right to DENY funding that IS authorized by congress.
Would be very disappointed if the courts didn't put a stop to this. Would have very negative effects on checks and balances.
If the executive can just not fund properly allocated spending from congress, that's a real problem. And congress can, and maybe should, respond by removing funding for Air Force One, White House staff, etc etc.
