I supposed they wouldn't have to be inherently, but all of the types of protests we are contemplating here are indeed community actions to display anger.

We disagree. I think leading on an issue, marketing, voting, reporting are all types of action.I'd hardly consider them to be action.
Semantics I'm sure but I consider action to be personally doing something about a problem. Protests are just a way of saying "someone should do something about this problem"
Again I'm not trying to make a negative judgement on protests here. If a criminal receives a light sentence for example a protest with the community saying "Someone should do something about this problem" would be far better then a community action which would be vigilantism.
And some problems are so big that they need both community action and people out there saying that someone else (most often the government) needs to act. I'm not a believer that poverty can be solved solely through charity.
But I think a community display of anger is different from a community action. And again I'm not trying to judge because I think it depends on the situation. Sometimes displaying anger is better then action, sometimes the reverse, and sometimes both are needed. I think it is important to know which one is required.
However safe to say I think overall Conservatives put less stock in community displays of anger then liberals.

University president doesn't do enough to speak out against a few random acts of racism and he's forced to resign. Communication prof shown asking for muscle to stifle a member of the press from being in a public place and she resigns from a volunteer committee post.
