As with everything....there are multiple incentives to go down any career path and everyone ranks them differently.

Trying to put everyone in the public sector in the same bucket is silly.

I frequent the national parks quite often and always notice a handful of parks dept folx just walking around/not actually working. I have no doubt there are unnecessary personnel that would have next to no impact on the parks if they weren't there.
