Rose Bowl Tailgating?

Is there an organized Hawkeye Tailgate outside the stadium before the game? I am planning on driving and parking in one of the lots outside the stadium. I realize its $40 and traffic will be a bear, but I am in no rush to get out after the game. I see the lots opening at 4am, is there a recommended time to arrive in order to secure a spot?
Just trying to figure out logistics.
