You’re going to need define what “most qualified” means then. I doubt there’s a law enforcement agency in the country with higher qualification standards in the country than the Secret Service - particularly for the protection details.I don't agree with your statement.
Some evaluations may be a close call and thus a level of subjectivity may creep in.
