Should everyone involved in a Congressional hearing be under oath?

It seems like every hearing involves Senators and Representatives testifying rather than asking witnesses questions. Over half of them are spewing outright lies so I’m thinking if they could be charged with perjury for this behavior then the country would be a lot better off.

Is there a downside I’m missing?

I would support that. They would lie, anyway, but what the hell.

Aren't they supposedly bound by their oaths of office whenever the House or Senate is in session?
